The National Security and Intelligence Committee of Parliamentarians launches a review of counterterrorist financing

Ottawa, November 28, 2025 — The National Security and Intelligence Committee of Parliamentarians (NSICOP) today announces a review of Canada’s framework for countering terrorist financing, pursuant to section 8(1)(a) of the NSICOP Act. The review will examine how well federal organizations identify, investigate, and respond to terrorist financing activities. It will include an examination of cooperation between federal organizations and the effectiveness of the framework for listing terrorist entities as it pertains to countering terrorist financing.

"Countering the provision of funds, property, or other services used by terrorists to encourage, plan, assist or engage in violent acts is paramount to protecting Canadians from terrorism. Terrorist financing compromises Canada's safety and security both at home and abroad, and, if left unaddressed, poses a threat to the integrity of our financial system. The Committee's review is aimed at providing an assessment of Canada's strengths and challenges in this area," said the Chair of NSICOP, the Honourable Darren Fisher.

Based on this review, the Committee may make findings and recommendations.

Background:

NSICOP was established in 2017 under the National Security and Intelligence Committee of Parliamentarians Act. It may review:

  • the legislative, regulatory, policy, administrative and financial framework for national security and intelligence;
  • any activity carried out by a department that relates to national security or intelligence, unless the activity is an ongoing operation and the appropriate Minister determines that the review would be injurious to national security; and,
  • any matter relating to national security or intelligence that a minister of the Crown refers to the Committee.

NSICOP members hold the highest level of security clearance, are bound by the Foreign Interference and Security of Information Act and meet in private.
