130. The Committee makes the following findings:

The policy framework that the Department of National Defence / Canadian Armed Forces (DND/CAF) follows for the collection, use, retention and dissemination of information on Canadians needs clarification. (Paragraphs 95-102)

DND/CAF is not fully compliant with the Privacy Act in relation to intelligence activities taking place outside Canada, activities to which the Committee believes the Privacy Act applies. (Paragraphs 103-104)
